India’s urban property landscape includes a large stock
of leasehold properties — properties where
the land is owned by a government authority and the
occupant holds a long-term lease rather
than freehold title.
The primary leasehold authorities in Indian cities include
DDA (Delhi Development Authority) for a
large portion of Delhi’s residential and commercial stock;
L&DO (Land and Development Office) for
central government leasehold land in Delhi;
HUDA/HSVP for properties in Gurugram,
Faridabad and other Haryana cities;
MHADA in Mumbai; and
BDA and BMRDA in Bengaluru.
The title structure is therefore not merely a legal
distinction. The nature of the lease, the authority
controlling the land, the remaining term and the applicable
transfer or conversion conditions can influence the
property valuation methodology and the
resulting market value.
