01 Institutional Valuation Experience

The Employees’ Provident Fund Organisation administers India’s largest retirement savings corpus. NBCC (India) Limited is the Government of India’s foremost construction and property development PSU. In 2025, both institutions engaged A2Z Valuers for the survey and valuation of the EPFO/NBCC Sector-44, Gurgaon institutional plot — one of Gurgaon’s most commercially significant government institutional land parcels.

The same year, A2Z Valuers conducted the property valuation at the Civil Services Officers’ Institute, Chanakyapuri. These engagements form an important part of the practice’s institutional property valuation experience.

02 Statutory Property Valuation

Property valuation in India is not a commodity service. The specific certificate — whether it addresses a Section 50C(2) SDV challenge, establishes retrospective FMV as on 1 April 2001 under Section 55(2)(b), or supports IBBI-compliant Fair Value and Liquidation Value for IBC CIRP — requires appropriate methodology, property assessment and supporting market evidence.

Nitesh Shrivastava — Civil Engineer brings property-specific assessment capability together with Sub-Registrar registered-deed comparable sales, valuation methodology and statutory reporting requirements.

Three Facts About Property Valuation That Most Indian Owners Learn Only When They Need a Certificate

The purpose, statutory provision and valuation methodology can materially change what a property valuation certificate establishes.

01 SECTION 50C

The Circle Rate Is Not the Market Value

The Sub-Registrar’s circle rate or Stamp Duty Value (SDV) is a government-set value used for stamp-duty purposes. It may differ from the actual open-market value of a property.

Where the statutory conditions apply, Section 50C(2) provides a mechanism for addressing a difference between the declared consideration and the SDV, supported by appropriate valuation evidence.

02 SECTION 55(2)(B)

Pre-2001 Property Can Require Historical FMV

For eligible property acquired before 1 April 2001, the applicable tax framework permits consideration of Fair Market Value as on 1 April 2001 as the cost of acquisition.

The Finance Act 2024 transitional framework introduced the comparison between 20% with CII indexation and 12.5% without indexation for eligible transactions. The underlying historical valuation therefore becomes an important input.

03 BANKING

Bank Valuation Is Not Necessarily the Same as FMV

A bank’s property valuation is commissioned for credit and security assessment. Its purpose can therefore differ from an independent Fair Market Value assessment.

A purpose-specific Government Approved Property Valuation may be required for income-tax matters, gifts, estate distribution, pre-sale assessment and other statutory or commercial purposes.
